Helping publishers build first-party data
Given the ongoing upheaval around third-party cookies, many publishers are being told that a solution is for them to build their own audiences around first-party data from logged in users. However, not everyone is the NYT, and it's not realistic to expect users would bother creating an account with all or even most websites they visit. This is one of the problems that universal ID solutions attempt to solve: resolving a unique identity without the need for an account.
An extension integrating Fractal could help with this issue by performing a similar service. If a user has an identity credential, the publisher could pay the extension to pass it a unique identifier, which the publisher could use to anchor their first party dataset around.
